IHSS vs. WPCS: What Is the Difference?
When IHSS is not enough to meet a recipient's care needs, Waiver Personal Care Services (WPCS) may fill the gap. Both programs pay for in-home personal care — but they serve different populations and have different rules.
What Is IHSS?
The In-Home Supportive Services program is California's main in-home care program. It covers:
- Personal care services (bathing, dressing, grooming)
- Domestic services (housecleaning, meals, laundry)
- Paramedical services
- Protective supervision
- Maximum of 283 hours/month
What Is WPCS?
Waiver Personal Care Services is a different program that provides additional personal care hours beyond what IHSS can provide. It is funded through Medi-Cal's Home and Community-Based Services (HCBS) waivers.
WPCS covers:
- Personal care tasks only (bathing, dressing, transfers, grooming)
- Does NOT cover domestic services or paramedical tasks
- Hours are in addition to authorized IHSS hours
