IHSS Wage Increases in 2025: What Every Provider Needs to Know

If you are an IHSS provider in California, you may be due for a pay raise in 2025. Wage increases happen at the county level through union negotiations, and the state-level wage floor also rises with annual minimum wage adjustments.

Here is what is happening and how to make sure you are getting paid correctly.

How IHSS Wages Increase

IHSS provider wages are raised in two ways:

1. State minimum wage increases California's minimum wage rises each year. IHSS wages must match or exceed the state minimum. In 2025, the state IHSS floor is $18.65/hour. 2. County collective bargaining agreements SEIU 2015 negotiates with individual counties on behalf of IHSS workers. When a new contract is reached, it often includes:
  • Immediate wage step increases
  • Scheduled raises over the contract period (usually 3 years)
  • Retroactive pay if negotiations finish after the effective date

Which Counties Have Recent Increases?

Wage contracts are negotiated on different schedules, so updates happen throughout the year. Counties with significant recent increases include Los Angeles, Sacramento, Contra Costa, and Sonoma.

How Do You Know If You Got a Raise?

Check your timesheet stub or pay stub carefully. Your hourly rate should be listed. If you think a raise occurred but your rate has not changed:

  • Call your county Public Authority and ask what the current negotiated rate is
  • Compare to your most recent pay stub
  • If there is a discrepancy, request a retroactive adjustment in writing
  • You are entitled to back pay if your county failed to apply a wage increase on time.

    SEIU 2015 and the Living Wage Campaign

    SEIU 2015 is actively pushing for a statewide IHSS minimum of $20/hour for all California providers. The union argues that the current rates — while higher than federal minimum wage — are still below what workers need to live in California's expensive cities.

    What If Your Wage Seems Wrong?

    File a wage complaint with your county Public Authority in writing. If unresolved, you can escalate to the California Labor Commissioner's Office at dir.ca.gov/dlse or call 1-844-522-6734.

    Do not ignore a wage discrepancy — you have up to three years to claim unpaid wages under California law.
