Medi-Cal for IHSS Providers in California: Free Health Coverage
Many IHSS providers earn low enough incomes to qualify for Medi-Cal — California's free or low-cost health insurance program. This means doctor visits, prescriptions, dental care, and mental health services at little or no cost to you.
Who Qualifies for Medi-Cal?
Adults in California qualify for Medi-Cal if their income is at or below 138% of the Federal Poverty Level:
| Household Size | Monthly Income Limit (138% FPL) | |---|---| | 1 person | ~$1,732/month | | 2 people | ~$2,349/month | | 3 people | ~$2,967/month | | 4 people | ~$3,584/month |
An IHSS provider working 20 hours/week at $18.65/hour earns about $1,492/month — qualifying as a single person.
Higher-income workers may qualify for low-cost Covered California plans instead.
Does Immigration Status Matter?
No. California has expanded full-scope Medi-Cal to all income-eligible California residents regardless of immigration status. This includes undocumented adults of all ages. What Does Medi-Cal Cover?
Free comprehensive coverage includes:
- Doctor and specialist visits — no copay for most services
- Prescription drugs — free or very low cost
- Dental care — cleanings, fillings, dentures
- Mental health and behavioral health services
- Emergency care
- Preventive care — annual checkups, vaccines, screenings
- Vision — eye exams and glasses
How to Apply for Medi-Cal
Enrollment is open year-round — no waiting period.
If You Already Have Medi-Cal Through IHSS Recipient Enrollment
Note: IHSS providers are not automatically enrolled in Medi-Cal just because they work in the IHSS program. Providers must apply separately based on their own income.
