The California Department of Social Services published final Electronic Visit Verification (EVV) rules that take effect April 1, 2025 for all IHSS providers.
What Is EVV?
EVV is a federal requirement (21st Century Cures Act) that records the time, location, and identity of each IHSS service visit electronically. California uses two EVV methods:
- CDSS Mobile App — available free on iOS and Android
- Telephone (IVR) — call 1-844-576-5445 to clock in/out from any phone
What You Must Do
- Clock in at the start of every service visit
- Clock out at the end of every service visit
- Submit your timesheet as normal through CDSS or your county portal
If You Have Trouble
- No smartphone? Use the telephone option — no app required

- Recipient refuses? Document refusal and contact your county IHSS office
Missing EVV data can cause your timesheet to be placed on hold. Use the toll-free line if you have any connectivity issues.
