CDSS Issues Final Rules on Electronic Visit Verification — What IHSS Providers Must Know

The California Department of Social Services finalized EVV rules requiring all IHSS providers to clock in and out electronically using the CDSS mobile app or telephone system. Providers who miss the deadline risk delayed payments.

Policy Context

Providers must use EVV for every visit starting April 1, 2025. Failure to comply can result in payment delays or denial. If you lack a smartphone, the toll-free telephone option (1-844-576-5445) is always available.

The California Department of Social Services published final Electronic Visit Verification (EVV) rules that take effect April 1, 2025 for all IHSS providers.

What Is EVV?

EVV is a federal requirement (21st Century Cures Act) that records the time, location, and identity of each IHSS service visit electronically. California uses two EVV methods:

  • CDSS Mobile App — available free on iOS and Android
  • Telephone (IVR) — call 1-844-576-5445 to clock in/out from any phone

What You Must Do

  1. Clock in at the start of every service visit
  2. Clock out at the end of every service visit
  3. Submit your timesheet as normal through CDSS or your county portal

If You Have Trouble

  • No smartphone? Use the telephone option — no app required
  • Technical issues? Call the EVV help line: 1-833-783-2340
  • Recipient refuses? Document refusal and contact your county IHSS office

Missing EVV data can cause your timesheet to be placed on hold. Use the toll-free line if you have any connectivity issues.
