New SEIU 2015 Contract Adds Paid Training Time for IHSS Providers

A newly ratified SEIU 2015 contract includes paid training time for IHSS providers, improved access to union legal services, and a pathway for providers to earn continuing education credits.

Policy Context

The paid training provision is a significant win for providers. Training time that was previously unpaid — or had to be taken off-hours — will now be compensated. This applies to mandatory safety training, EVV training, and approved CDSS continuing education.

SEIU 2015 announced this week that its members have ratified a new collective bargaining agreement that includes several provider-friendly provisions.

Key Contract Changes

Paid Training Time Effective immediately, IHSS providers must be compensated for time spent in required training — including mandatory EVV orientation, safety training, and county-required orientations.

Enhanced Legal Services Union members now have access to expanded free legal consultations through SEIU 2015’s legal aid program, including assistance with wage claims, workers’ compensation, and immigration matters.

Continuing Education Credits Providers who complete approved continuing education through the CDSS training portal can now earn credits toward a new Professional Caregiver Certification.

Wage Escalator Clause The contract includes a mechanism to automatically increase IHSS wages when the California minimum wage increases, ensuring providers never fall below the state floor.
