How to Enroll as an IHSS Provider in California: Step-by-Step Guide

Learn exactly how to enroll as an IHSS provider in California — from getting hired by a recipient to receiving your first paycheck in as little as 2–4 weeks.

Policy Context

CDSS and county IHSS offices administer provider enrollment statewide. All providers must complete Live Scan background checks and orientation before being authorized to work and receive payment through the state payroll system.

To enroll as an IHSS provider in California, you must be hired by an IHSS recipient, visit your county IHSS office with a valid photo ID, complete a Live Scan fingerprint background check, attend a free provider orientation, and register on the Electronic Services Portal at esp.dss.ca.gov. The entire process takes approximately 2–4 weeks from orientation to your first paycheck. This guide walks you through every step so you can start providing care — and getting paid — as quickly as possible.

Step 1: Get Hired by an IHSS Recipient

IHSS is an employer-of-record program, which means the recipient is your employer and you are hired directly by them. Before you can enroll with the county, you need a recipient who has already been approved for IHSS hours and wants to hire you as their provider.

If you don’t yet have a recipient to work with, here are some ways to connect:

  • Ask family members or friends who receive IHSS whether they need a provider
  • Contact your county IHSS office to ask about referral resources
  • Reach out to local senior centers, independent living centers, or disability organizations
  • Some counties post provider registries where recipients can find available caregivers

Once a recipient agrees to hire you, they or their authorized representative will submit a Provider Enrollment form (SOC 426) to the county IHSS office. This is what kicks off your official enrollment.

Step 2: Visit Your County IHSS Office

After the recipient submits the enrollment request, you will receive a notice to visit your county IHSS office in person. Bring the following documents:

  • Valid government-issued photo ID (driver’s license, state ID, or passport)
  • Social Security card or a document showing your full Social Security number
  • Proof of eligibility to work in the United States (required for I-9 verification)
  • Direct deposit information (voided check or bank account details), if available

At the county office, you will complete new-hire paperwork including tax withholding forms (W-4), direct deposit enrollment, and your official provider agreement. The county will also schedule you for a Live Scan fingerprint appointment and a provider orientation.

To find your county IHSS office, visit cdss.ca.gov or call CDSS at 1-844-CDSS-INFO (1-844-237-4636).

Step 3: Complete Your Live Scan Background Check

California law requires all IHSS providers to pass a criminal background check through the California Department of Justice (DOJ) Live Scan fingerprinting system before they can be authorized to receive payment.

Key facts about the Live Scan process:

  • Cost: Approximately $25–$75, depending on the Live Scan location and county. Some counties may waive or reimburse the fee — ask your county IHSS office.
  • Where to go: Live Scan sites include UPS stores, police stations, libraries, and county offices. Find a site at oag.ca.gov/fingerprints/locations.
  • What is checked: The DOJ and FBI check for felony convictions and other disqualifying offenses listed in California Welfare & Institutions Code Section 12300.4.
  • Turnaround: Results typically return within 3–10 business days.

If the background check is clear, your county will notify you and move you forward to orientation. A disqualifying result can be appealed through the county IHSS office.

Step 4: Attend Provider Orientation

Before you can be placed on the IHSS payroll, you must complete a free provider orientation. This is not optional — skipping it will delay your enrollment and your first paycheck.

What to expect at orientation:

  • Length: 3–4 hours (in-person or online, depending on county)
  • Cost: Free
  • Topics covered: Your rights and responsibilities as an IHSS provider, how to complete timesheets correctly, EVV (Electronic Visit Verification) requirements, workplace safety, and how to use the Electronic Services Portal (ESP)

Orientation is offered in multiple languages in most counties. If you need an interpreter or accommodation, contact your county IHSS office when scheduling.

After orientation, you will receive a certificate of completion. The county uses this to finalize your enrollment in the state payroll system.

Step 5: Register on the Electronic Services Portal (ESP)

Once your enrollment is processed, you must register at esp.dss.ca.gov to submit your timesheets and track your pay. The ESP is the California Department of Social Services’ official self-service portal for IHSS providers and recipients.

How to register:

  1. Go to esp.dss.ca.gov and click “Register”
  2. Enter your provider number (found on your enrollment paperwork), date of birth, and last four digits of your Social Security number
  3. Create a username and password
  4. Set up your direct deposit if you have not already done so at the county office

Once registered, you can submit electronic timesheets, view payment history, update your personal information, and enroll in IHSS Public Authority programs such as health benefits through SEIU 2015 (available in many counties).

Expected timeline: Most providers receive their first paycheck within 2–4 weeks of completing orientation, assuming the background check clears without issues and timesheets are submitted on time.

Frequently Asked Questions

Q: Can I start working before my background check comes back? A: No. California law prohibits IHSS from processing payment for hours worked before a provider’s background check is approved. Starting work before clearance puts both you and the recipient at risk. Wait for written confirmation from the county before providing care.

Q: Do I have to live with the recipient to be their IHSS provider? A: No. IHSS providers do not have to live with the recipient. However, providers who do live with the recipient (live-in providers) are subject to different overtime rules under IWC Wage Order 15. See our separate article on IHSS overtime pay for details.

Q: Can I be an IHSS provider for more than one recipient? A: Yes. You can work as a provider for multiple IHSS recipients, but your total authorized hours across all recipients cannot exceed the program’s weekly hour limits without triggering overtime. Each recipient enrollment is processed separately through their respective county IHSS offices.

Enrolling as an IHSS provider takes a few steps but the process is straightforward when you know what to expect.
