IHSS Providers Are W-2 Employees, Not Independent Contractors

This is the most important foundation for understanding your paycheck. IHSS providers are classified as employees — specifically, employees of the California Department of Social Services (CDSS) or their county’s Public Authority entity, depending on the county model in use. This means:

  • Taxes are withheld automatically from every paycheck for federal income tax, California state income tax, Social Security, and Medicare
  • You receive a W-2 form each January (not a 1099-NEC), which you use to file your tax return
  • You are NOT responsible for paying self-employment tax (the 15.3% combined rate that applies to 1099 independent contractors)
  • The employer pays matching Social Security and Medicare contributions on your behalf — you only see the employee-side deductions on your stub

Understanding Your IHSS Pay Stub Line by Line

IHSS pay stubs are issued by the county (often through a payroll vendor) on a biweekly schedule. Here is what each section means:

Pay Period Dates The two-week period the stub covers (e.g., June 1–14, 2026). Verify this matches the timesheet you submitted. If the dates are wrong, contact your county IHSS payroll office immediately.

Gross Wages Your total earnings before any deductions. This should equal: (hours worked in this pay period) × (your county’s current hourly rate).

Check this first. If gross wages are lower than expected, the issue is either a timesheet discrepancy or a rate error — both require a call to your county IHSS payroll office. Common causes:

  • A timesheet was submitted late and pushed to the next pay cycle
  • Only partial hours were approved (recipient or authorized representative did not sign in time)

Federal Income Tax Withheld The amount withheld for federal income tax, based on your W-4 form elections. The W-4 you filed when you enrolled as an IHSS provider determines your withholding level. California State Income Tax Withheld State income tax based on your DE 4 form elections. California has a progressive income tax rate from 1% to 13.3%. Social Security Tax (OASDI — 6.2%) This is the employee share of Social Security. The rate is 6.2% of gross wages up to the annual wage base ($176,100 for 2026). At the Los Angeles County IHSS rate of $19.00/hour working full-time (approximately 2,080 hours/year), you would pay approximately $2,451 in Social Security tax for the year — well under the wage base cap.

Medicare Tax (1.45%) The employee share of Medicare tax. Unlike Social Security, Medicare has no earnings cap — 1.45% applies to all gross wages. An additional 0.9% surtax applies if your annual wages exceed $200,000 (individual filing), which would be unusual for IHSS providers.

California State Disability Insurance (SDI — 1.1% in 2026) SDI funds California’s disability insurance program. If you become unable to work due to a non-work-related illness, injury, or pregnancy, SDI can provide partial wage replacement. The 2026 SDI rate is 1.1% of gross wages.

SEIU 2015 Union Dues If you are a member of SEIU 2015 (most IHSS providers in counties with union agreements are), monthly dues are deducted from your paychecks. Dues are typically in the range of $25–$40 per month, split across the biweekly pay periods (approximately $12–$20 per paycheck). SEIU 2015 Health Benefit Premium (if applicable) If you enrolled in health coverage through the SEIU 2015 Health Benefit Trust, your employee premium contribution (if any) appears here. In Los Angeles County, the threshold to qualify for medical coverage is currently 100 authorized hours per month. Providers working fewer than the minimum hours may have a higher premium or may not qualify for coverage.

Net Pay The amount deposited to your account (via direct deposit) or printed on your check. This is your take-home amount after all withholdings and deductions.

Step 2 — Check for recent form changes. Did you recently file a new W-4 or DE 4? A change in withholding elections can cause a noticeable difference in net pay between two otherwise identical pay periods.

Step 3 — Contact your county IHSS payroll office. Call your county IHSS main number and ask specifically for the payroll or fiscal department. Have your provider ID, pay period dates, and a description of the discrepancy ready. Most issues are resolved within one to two business days by payroll staff.
