California’s Electronic Visit Verification (EVV) system requires IHSS providers to use a smartphone app or telephone system to clock in at the start of each care visit and clock out at the end. Failure to use EVV correctly can delay or reduce your paycheck. The two most common EVV methods in California are the FMSSonline app (for most counties using the state system) and telephonic timekeeping (calling a designated number). Your county IHSS office will tell you which system applies to you and provide setup instructions.

EVV became mandatory for most IHSS services under the federal 21st Century Cures Act, and California completed its full implementation in phases from 2020 through 2023.   • EVV does not automatically calculate overtime — your timesheet data still needs to be reviewed for overtime accuracy
  • EVV does not work as a substitute for documenting the types of services you provided (domestic, personal care, paramedical, etc.)

Setting Up the IHSS EVV App (FMSSonline)

Most California counties use the FMSSonline web portal and app system for EVV. Here is how to get set up:

Step 1: Receive your setup invitation When you enroll as an IHSS provider or when your county activates EVV for your case, you will receive an email or letter with your login credentials or a setup link. If you did not receive this, contact your county IHSS Public Authority.

Step 2: Create your account

  • Go to fmssonline.com or download the FMSSonline app from the Apple App Store or Google Play Store
  • Enter your provider ID number (found on your IHSS paycheck stub)
  • Create a password and set up security questions
  • Link your recipients’ case numbers to your account (your county IHSS office provides these)

Step 3: Test your first clock-in

  • Open the app
  • Select the recipient you are starting care for

  • At the end of the care session, return to the app and tap “Clock Out”

Telephonic EVV (if you don’t have a smartphone): Call the designated county EVV phone number (provided by your county IHSS office). You will be prompted to enter your provider ID, the recipient’s case number, and a code indicating clock-in or clock-out. The system records the call time and your phone number as the location verification.

Common EVV Errors and How to Fix Them

Error 1: Forgot to clock in (missing clock-in record) If you forget to clock in at the start of a visit, you may be able to retroactively add the clock-in entry through the FMSSonline portal — but this must typically be done within 24–48 hours and may require your recipient’s electronic confirmation or a manual correction submitted to the county.

How to fix: Log into FMSSonline, navigate to “Manual Entries” or “Missed Visits,” and submit a correction with the actual start time. Your county may require a supporting explanation. If you cannot add it yourself, call the county IHSS office and request a timesheet correction through a case manager.

Error 2: App won’t accept GPS location (location mismatch) EVV captures your GPS location at clock-in. If you are outside the approved service location (the recipient’s home address on file), the system may flag the visit.

How to fix: Make sure location services are enabled for the FMSSonline app on your phone. If care is being provided at a location other than the recipient’s registered address (e.g., accompanying the recipient on a medical appointment), some counties allow this — but it must be documented in advance. Contact your county IHSS case worker to update approved service locations if needed.

Error 3: Recipient is unresponsive or unavailable for confirmation Some counties require the recipient to electronically confirm each visit through the same app or a separate recipient portal.

How to fix: Ensure the recipient or their authorized representative has set up their own portal access. Contact the county IHSS office if the recipient is unable to use the technology — accommodations exist for recipients who cannot operate electronic systems.

Error 4: Missing clock-out (visit left open) If you clock in but forget to clock out, the system may leave the visit open indefinitely or auto-close it at midnight, creating an inaccurate visit record.

How to fix: Log in as soon as you notice the missing clock-out and submit a manual correction with the actual end time. Do this the same day or next business day — corrections become harder to process the longer they wait.

Error 5: EVV data doesn’t match authorized hours If your EVV records show you working hours or services not authorized in the recipient’s care plan, those hours may be denied or flagged for review.

How to fix: Always check the recipient’s current authorized services and hours before clocking in. If the recipient’s needs have changed and their care plan needs updating, request a reassessment through the county IHSS social worker — do not simply work unauthorized hours and expect payment.

How EVV Affects Your Paycheck

EVV data flows directly into the IHSS payroll system in most counties. Errors in EVV records can create the following payroll problems:

  • Missing clock-in or clock-out: Hours may not be calculated correctly, resulting in underpayment
  • Service type mismatch: If you logged a service type different from what is authorized (e.g., logging “paramedical” when only “domestic” is authorized), those hours may be held pending review
  • Excessive gap between EVV records and timesheet submission: Some counties reconcile EVV data against submitted timesheets — large discrepancies trigger a review that delays payment

Best practices to prevent payroll problems:

  • Clock in BEFORE starting any care activity, not after
  • Clock out immediately when the care session ends — do not wait until you leave the building
  • Review your visit history in FMSSonline weekly to catch any missing or incorrect entries before payroll processing
  • Keep a personal log (written or in your phone’s notes app) as backup in case of app failures

What to Do When the EVV App Doesn’t Work

Technical failures happen. If the app is down, your phone is dead, or you have no internet connection, use the telephonic EVV backup system (call-in option). Every county is required to maintain a telephonic backup.

If telephonic also fails: Document the attempt — note the time you tried, the error message if any, and what system you used. Then notify the county IHSS office the same business day. California guidelines provide for manual timesheet entries when technology fails, but you must report the failure promptly to avoid payment problems.

Chronic app failures: If you repeatedly experience app failures, contact your county IHSS Public Authority’s EVV technical support line. Providers should not be penalized for verified technology failures on the county or state side.

Your Rights Regarding EVV

  • You cannot be required to use your personal phone without compensation — contact SEIU 2015 if you have concerns about device requirements
  • EVV data collected is confidential and governed by HIPAA-related privacy protections — it should only be used for program compliance, not surveillance beyond IHSS scope

What happens if I forget to use EVV for an entire visit? If an entire visit is unrecorded in EVV, that visit may not be paid unless you submit a manual correction or exception with supporting documentation. Act immediately — contact your county IHSS office the same day if possible. Some counties allow a retroactive grace period of 2–5 business days for manual exceptions, but this varies. Repeated missing EVV records can flag your case for compliance review.

Does the EVV app track my location all the time, or only when I clock in? The EVV app captures your GPS location at the moment you clock in and clock out — not continuously throughout the day. It does not track your movements between visits. The location data captured at clock-in/clock-out confirms you were at the recipient’s approved service location at the start and end of each visit.

What if my recipient refuses to let me use my phone to clock in? IHSS providers are required by California law to use the EVV system for all applicable services. A recipient’s preference cannot override this federal and state compliance requirement. If a recipient objects to smartphone use in the home, the telephonic EVV system (calling in from a landline or any phone) is the alternative. Contact the county IHSS office if a recipient is actively preventing EVV compliance — this is a program compliance matter that the county must resolve.
